Deleting Recycled folder in Explorer does not work due to file structure.
Cause:
The 'Recycled' folder cannot be deleted.
NOTE: When you try to delete it, it remains, and the internal Recycle Bin files are just sent to the 'Recycled' folder.
Solution:
The 'Recycled' folder cannot be deleted.
NOTE: This is not the way to empty the Recycle Bin. To empty the Recycle Bin, select the 'Recycled' folder in the left pane, and then select 'Empty Recycle Bin' from the 'File' menu.
To empty the Recycle Bin in Windows Explorer:
1) In the left pane, select the 'Recycled' folder.
2) Select the 'File' menu and select 'Empty Recycle Bin'. (A confirmation message appears.)
3) Click 'Yes' to permanently delete all files in the Recycle Bin.
